We all know that change is difficult.  This year with the introduction of ORR-EZ on the Shore course, there’s been a necessary change in all our thinking – taking off our PHRF hats and trying to put on our ORR/ORR-EZ hats has been a real challenge.  It’s been a challenge not only for you, the sailors, but also the Mackinac Race Authority (‘MRA’) as well.

As ORR-EZ certificates have been arriving, it’s clear to see that more shore course boats than anticipated are impacted by the ‘speed limit’ established in the NOR.  The greatest impact has been displayed in the GPH range of 655 – 660.  Therefore, after much thought and consideration, NOR Amendment #1 has been posted to address this issue. There are three changes of which you need to be aware.  First, unlike PHRF, ORR and ORR-EZ base handicaps (the ‘GPH’) are reflected in decimals, i.e., xxx.x. The first thing the Amendment changes is that the speed limits are now also reflected in decimals. The second and third items changed by the Amendment are NOR 4(a) and 4(b). In short, the Cove Island course will now have a speed limit of 654.9 and lower (faster) and the Shore course will have a speed limit of 655.0 and higher (slower).

The Race Chair for 2018, Dr. Gary Shoemaker, and I have discussed this matter at length along with our Technical Chair, Art LeVasseur. At this time, we expect the ‘new’ speed limit will also be in force for 2018 as we are trying to develop a consistent approach year after year.  I apologize in advance for any issues this change may have caused you.  I am assured that if you’ve received an ORR certificate when you really need an ORR-EZ certificate, you will be refunded the cost of the ORR certificate which can then be applied toward the ORR-EZ certificate.  Likewise, if you received an ORR-EZ certificate when you needed an ORR certificate, you will be refunded the cost of the ORR-EZ certificate to apply toward the ORR certificate.
